Malaysia is one of Asia's biggest employers of foreign labour. But recently, cases of deaths, abuse and forced labour have come to light. What is going on? Who is protecting these migrant workers?
Deputy Prime Minister Datuk Seri Najib Tun Razak said the Government also decided
that all foreign maids should receive their salary from the first month of employment.
<p>“These agencies are charging too much, some up to RM5,000 a maid. Previously
they only charge between RM2,000 and RM2,500. </p>
<p>“Apart from that, the maid’s salary is also paid to the agent initially.
Maids must get their salary from the first month, unlike now when they don’t
receive their pay until six months later. </p>
<p>“It is morally wrong for the maid not to be paid, and also against international
law,” Najib said after chairing the Cabinet committee meeting on foreign
workers here yesterday.</p>

<p>The deputy prime minister also announced changes to levy rates for foreign
workers. </p>
<p>The levy on the first maid remains at RM360. But that on subsequent maids has
been increased to RM540. </p>
<p>For the plantation and services industries, the levy has been increased by
RM360 and RM720, respectively. </p>
<p>The levy on those employed in charity homes has been slashed by half to RM600.

<p>Najib also said that golf clubs would be barred from hiring foreign caddies.

<p>“Those currently employed will be allowed to work until their contracts
expire. There will be no more approval for new ones. </p>
<p>“This sector should give priority to local caddies. Some caddies earn
RM2,000 and we must encourage clubs to hire locals.”
